According to the post, you can both create and upload videos by clicking the “+” icon on the bottom bar. If you get the option to create a short video, then you can get access to the short camera, in which you will get features like speed control, time, ad music clip and ad multiple clip etc.
Users who do not currently have short camera access can also upload 60 second long vertical video titles and #shorts with the hashtag.
